Maker Identification Help Please

This fiddle pattern salt (?) spoon is about three and three quarters inches long, it has no drop on the back of the bowl and has a relatively small handle compared to the size of the bowl which may have something to with its use or mean nothing at all. I'm guessing that it has 1799/1800 Newcastle hallmarks and hoping that someone will confirm the marks and identify the maker. Thank you in advance.

Those are Exeter marks for 1819. The maker is William Woodward.

That's a typo by Miles, should be Woodman.

Exeter it is and thank you very much for that and the makers name. The main library that I normally use for this kind of thing has been torn down. Altough, their books may be available somewhere. I just don't know where that location is yet.
