Maybe Far East Spoon with cloisonne design and markings

This spoon has applied enamel on the tip of it and has markings almost on all of the back of handle.I am unsure if this is Far East or Middle Eastern,although some of the symbols look more like Far east.
Any ideas what it says or the age of it?
