Help with silver ID?

I'm stumped in researching this pattern. I believe it is German, and I'm not sure if it's sterling silver or not. I have not polished, but the links below might help someone with more silver knowledge to help in making this ID.

I'm having trouble reading the initials on the mark. The first looks like a "G", but I'm not certain.

Yes, it is German, the pattern is called Hildesheimer Rose, and it was made by a number of companies. I don't know the maker's mark, but the 90 is a German designation for silver plate and the number indicates how thick it is.
German silver marks for solid silver have standardised system that you can read about here:

So, this is not sterling silver, it is silver plate?

Yes, it is definitely plated.
