Help identify this item and mark

Please help identify the makers mark and country of maker. I am not sure whether this is a cup, pencilholder or something else. It is 3 1/4" high and the diameter is 2 1/4". All comments are appreciated.

Hi Rob,

The Czech Republic and I think Poland both require base metal items to be marked with the MET mark.

The signature is H. Szubski. It's definitely a Polish last name.
