Cion Silver Napkin Rings W&B torch Mark Help

Hi everyone
I bought these at a local flee market and have not been able to figure out the maker. It has what looks like W&B or W+B with a torch or sword mark below. Any help would be great.

How about W. Burger, city of Haarlem about 1925 / 1947? Please have a look at te maker’s mark and judge for yourself.
