Hi,
The maker appears to be Edward, Edward, John & William Barnard. See: http://www.925-1000.com/dlLondon3.html#M" onclick="window.open(this.href);return false; (bottom righthand corner of page).
As well as being silversmiths they had a plateing works in London and this is likely to be one of their early pieces.

Pieces made for hotels, railway lines, steamship lines, schools and similar institutions experience far more wear and tear than items intended for home use. Manufacturers of hotel ware would make the pieces with a thicker body and add a heavier layer of plating to give them a longer working life.

Hello John,
The engraving could refer to the 11th Regiment of Foot, latterly known as the Devonshire & Dorset Regiment.
The regiment has a museum and perhaps the curator could confirm whether the engraving indicates the mustard pot was that regiment's mess silver.
Note however there may be a research charge.

If you discover more information about the mustard pot would you please let us know the outcome.
