I can't read the manufactuer's name on these grape scissors. I can read "And Son". Of the name I decipher something like "Lee be guer" They measure 6 inches and weight 51 grams per USPS scale.

Scissors steel parts are only maybe made in Germany?

Grape scissors, if not made as additional server to an existing full range flatware pattern, are made by manufactories for little items, like e.g. so called »fantasy pattern«.
In Germany some hundred, or more, of these manufactories are settled, e.g. in Hanau, Pforzheim and Schwäbisch Gmünd ...
But nearly almost flatware makers haven’t produced the steel parts by themselves — these were made in big factories, like e.g. » J. A. Henckels Zwillingswerk A.G. « or by other supplier, sometimes little workshops. If it was contracted, these additional steel parts were signed for the client, in conformity with his order.
So it seems to me the following:
The scissor parts itself are made in a little workshop or factory in Solingen, specialised in scissors, and grape scissors.
Client seems to be, was the » LEE DE BOER & SON INC. « - and for reason of higher reputation of the grape scissor, » GERMANY « was added.
The handles of this grape scissors could be made in America, Belgium, England, France, Germany, Italy …
If the handles are signed, e.g. with the ciphers 800, then they are maybe of German origin too.
I don’t know a » LEE DE BOER & SON INC. « in Germany.
Resume: At least two different companies were involved — and maybe » LEE DE BOER & SON INC. « is a wholesaler in America, Australia, South Africa …
The family name “De Boer” is in this case maybe of Dutch origin — its signification is “the Farmer”.
Dutch settlers founded »New Amsterdam« - now called »New York«. They were settled also, and then called “Buren”, in South Africa.
On half of the Globe could be searched now.
