I may be well off base on this one, but to me the 'Dog's Head' mark looks similar to the mark that was introduced in 1938 for mixed metals (gold and silver) in Portugal.
Will need someone to confirm/deny this one.

Mixed precious metal items, Porto assay 1938-1984, maker’s mark reg. 1961.

Yes — as already »dognose« Trev. has mentioned, it’s the assay mark of Porto, in Portugal, for items, made from mixed precious metal (in this case from gold and silver). The »dogs head«, looking right side, in a square with clipped edges cartouche, was in function from 1 January 1938 until 31 December 1984.
The signification of the mark is described as follow: »Marca da garantia do objectos constituÃdos por ouro e prata, respectivamente dos toques mÃnimos de 0,800 e 0,833, usada na Contrasteria de Porto de 1938 a 1984.«
Translation: »Mark of warranty for objects made from gold and silver, respective the touch (test) is of minimal (fineness) of 0.800 (of gold) and 0.833 (of silver); used in the Assay Office of Porto, from 1938 until 1984«.
Maker’s mark was 1961 registered in Porto for the Gondomar silversmith (Gondomar = town near Porto): Alcino MartÃns da Silva.
[This maker's mark isn’t cancelled until 1997 — but maybe never more active; or sold … ?]
Resume: Yours ear clips are made in Gondomar, Portugal, by Alcino MartÃns da Silva, in or after 1961 until maybe 1984; made from a combination of parts in gold alloy (of minimum fineness of 800-1,000) and parts in silver alloy (of minimum fineness of 833-1,000). They are assayed in Porto, Portugal, in the time frame of 1961-1984.

They were given to my grandmother,from a friend of hers who was portuguese.
Then my grandmother had gave them to me just before she passed away.
I often wondered about their history,but mostly remembered who gave them to me.
