Help to recognize this mark.

I have a silver plate with the silver coin(emmanuel de rohan 1976) mounted in the midle of the plate.
I want to get know who is the maker.

Sorry, I'm in hurry. I saw only the first of yours picture a second; the marks seems to be from Malta.
