Interesting Unknown Silver Spoon

I wonder if anyone can shed any light on this quite stunning spoon with pierced work bowl finished in enamel, A lot of detailed work to this spoon which tests as silver but no marks what so ever can be found on it,

Does anyone know the meaning of the central enamel symbol to centre of bowl..Look very similar to Scouts??....Style of finial and stem suggests possibly German in origin?

Pretty piece - it's a souvenir spoon for Florence (Firenze), Italy, most likely dates from the late 19th-early 20th century. The distinctive design of the enamel fleur-de-lis motif in the center of the plique-a-jour bowl is the Florentine Lily of the city coat of arms. The winged infant finial represents Verrochio's Boy with a Dolphin statue from the fountain in the Palazzo Vecchio in Florence. You might look for a tiny "800" stamped somewhere on the piece (though I've seen others unmarked). and it may be Italian-made, but also possible that it was made in Germany for the Italian marketplace.
