Conquistador/Spratling Sterling Silver Pitcher

Hi, I have researched this pitcher a lot and I do not understand the Hallmarks. It shows the Eagle with the number 13. Is it a un-license Spratling piece from 1951? Just not sure, looking for a little help. Thanks Paul
