Help with this mark & signature please

I inherited this beautiful sterling ring from my Grandmother and wanted as much information as I can find about it.

There is a hallmark and a signature- neither of which I can make out, so any help would be greatly appreciated.

I'm not even sure where it came from.

There's too much glare to see anything but 925.

I adjusted the contrast and sharpness.

Somebody must be able to recognize this hallmark- OR the inscribed name- F-E-R- something?
