Russian/Estonian Pincher

I have recently come across this piece (possibly a sugar pincher or small ice pincher). My previous research suggests that the З means Estonia, but beyond that I have had difficulty placing it. It is gilded silver and 11.5 cm in length. Any help with the year or maker would be most appreciated.
