Need Help Identifying Portuguese Mark

I am trying to identify the Portuguese maker's marks and silver content on this item.

The top mark is actually sideways, so I will describe it. It has something on top, maybe
a cross of some sort. Underneath that, it has FEGA or something like that. Then, there is
a V on the left and a dove on the right. There is an M on the bottom.

Then, it says Made In Portugal. The bottom mark is squiggly mark that looks like it may have
a dragon head and c-shape on the end of the tail.

I appreciate any info. anyone can offer. I have searched online and cannot find anything.

I could not figure how to edit my post, so I am replying. I hope this is ok.

I have uploaded a photo of another item that I found online where the marks are much
clearer. Mine does not have the Sacs Fifth Avenue stamp, however,
the other 3 marks are exactly the same. Thanks for any assistance in
determining the silver content mostly. The makers name would also be
helpful.
