A very early match case?

As ever, my question to you all is of the sponsor; as while WH occurs several times, I do not find one in the right date range.

I am assuming that this is actually a snuff box, but the serrated side (below the hinge) is a very heavy pattern in comparison to the front/back. The serrated strip could of course have been added later, but is there any possibility that this is was made as a match case? I understand that there matches of a kind in 1828. Thanks again.

W H is a common mark, l agree with 1828, as for the maker l think it could be William Hunter (II ?) (Grimwades 3165) this mark was entered in 1824 and it is in a oblong punch,he did not enter anohter mark until 1834, so could be a contender?
