Silverplate Reinforced

I have purcahsed a pair of small silver candle holders at a thrift shop. They say STERLING REINFORCED. What does sterling reinforced mean, I have never seen this before.

'Sterling Reinforced' is another term for loading a piece made from very thin sheet silver.
