As you have not had any replies to your request, I thought I might offer a just a possible lead for you to continue your research. The Italian family of silversmiths, Buccellati, used, in the 19th century, a "Moor's Head" device, although I don't have a record of it, I believe from memory, it was right facing.
As your plate does look Italian, and the 800 standard would be fitting for the period, I think this line of enquiry would be worth checking out. The work of the Buccellati family is highly regarded and your plate may be the work of an imitator.
