Yes, I believe German assay mark; 12 above Z for the city of Zittau in Saxony date used 1731.
The 12 stands for 12 Lot=.750 or 75% fine silver.

now the problem is, that Rosenberg have no makersmarks
I have a little list with some makers from Zittau
there was a master Martin Ortscheid (He made his masterly piece in 1701)
so I think the time 1710 - 1740 is a realistic estimate
