Dragon Dip Pen > Age/Maker?

Today I went to an antiques fair, and I picked up this snazzy little piece.I completely fell in love with it, and would love to know more about it! The only hallmark I can find is one reading 830, but I might not be looking hard enough/in the right place.

Does anyone have any information on it/seen anything similar?
