Sterling 5" Buttonhook w unknown Maker or Date Mark

This button hook has been in the family for many years and I have made several attempts to find the mark that appears at the end of the word 'Sterling' with no luck. I believe it to be British silver as most of my family came from Plymouth but I was never told directly that it was. Any help would be greatly appreciated.

The first picture shows just the mark & the secon show the complete button hook.

I know it's not unheard for British silver to be marked sterling, but without knowing any better, I'd say it is probably American. You might try doing a little cleaning on the piece and reshooting it in better light. For myself at least, I cannot make out the trademark well at all.
