Welcome to the forum. I can't really help much with your identification, but I will say that there is probably a better than even chance that this item is not coin silver and instead is silverplate. The SP in the crest shaped cartouche indicates that to me. Hopefully, someone will have a look here that does recognize the manufacturer and may even have some better news for you.
