Help identifying a spoon

Help identifying a spoon

Hi, I picked this spoon up about two weeks ago from a fleamarket. Since then I've been doing some research, mostly on this site, but haven't really come up with an answer to who made it, where it is from (except that it could be russian, thus the reason I am posting here), how old it might be and if its even silver, or just plated. Its been monogrammed on the backside (still looks like silver below the lettering). It has two marks in the bowl, one on each side. I've included some big pictures, hope someone out there knows something. Thanks!
