Hallmark and number 64

Hallmark and number 64

Hello,

I'd appreciate any info on this hallmark and maker's mark.
It has a Birmingham anchor, the date letter is rubbed, the maker's mark looks like HIM or HTM and I could not find any info on the internet. But what I'm more curious about is the number 64 next to the maker's mark. Any help on this, please?

Thanks for stopping by. Unfortunately I cannot capture the anchor with my old camera, it's the punch between the maker's mark and the lion, almost worn off but visible under a jeweller's loupe.

There is another set of marks on the stopper, but I think it may be a replacement, it has a different maker's mark, also illegible.
