Your spoon is Russian made in St Petersburg by a Finn Samuel Zacharias Filander 1853-1868 (81). Filander died in 1868 but his widow Maria, maiden name Paavilainen, continued with the workshop until 1881. The assayer is Ivan Yevstigneev 1870-1894.
It is not a monogram but a coat-of-arms of a noble family. Unfortunately I'm not familiar with the family to whom it belongs.
