The mark on your tray was used by the Forbes Silver Company of Meriden Connecticut which was established in 1894 as a department of the Meriden Britannia Company for the production of silverplate holloware. This was one of the companies that merged to form the International Silver Company in 1898. I believe they used this mark into the 1920's.

Not sure if this makes it less or more confusing - but, these are trademarks, they are not hallmarks. Hallmarks are only found on solid silverware and the term only applies to silver from certain countries.
