Your "cup holders" are actually tea glass holders. In Russian they are called "podstakannik". They are made in a technique called filigree in the Soviet Union around 1950-1990. The holders are not necessarily plated (could be) but most likely made in an alloy in Russian called "yummet", an abbreviation meaning something like "jewelry metal". The alloy's content It is not absolutely clear but it is claimed that it would be 70% nickel and 30% silver. You need to find a thin glass, a "stakan", to fit the podstakannik and then enjoy a drink of hot "chai". Unfortunately to find a fitting glass nowadays is rather difficult. Do not even try a thick glass. It will break when poring hot water into it.
