I presume everyone knows that Sampson Mordan made writing instruments, etc. A photo of the inside of the lid would probably tell the tale. I am going to say it is a traveling inkwell missing the glass liner. The first time I looked, I missed the locking lugs that keep the top tight. I have had the same thing without the swirling lid.

Yes that is what it is, the rubber inside of the lid was meant to press down on the top of the glass inkwell (now missing). The locking lugs would make sure the lid was tight enough to keep from leaking. I doubt you will be able to find a glass inkwell that will fit tight enough to the bottom and also be the right height. I am sure you will find another like it with the inkwell if you search google images for Mordan traveling inkwell.
