can anyone tell me where and when this spoon was made?

Welcome to the Forum.
I'm not aware of the mark, but many silver plating firms besides marking items in their own name, marked wares for wholesale and retailer customers. The 'AP' could possibly not refer to a manufacturer, but may refer to something like 'Argentine Plate', a trade name used by John Round of Sheffield, or something similar.
Hopefully someone has seen the mark before and can offer some information.

From right to left we have the "AP" mark, a mark with fleur de lis or something similar like the badge of the Prince of Wales, a simbol that I already saw somewhere, a St. Julian´s cross that was used by Ellerby in Old Sheffield and last a simbol that could be two "AA", one upside down. Do you think it could be an Old Sheffield or an electroplate?
