Unknown marks of tea service

Can anyone tell me if this is Dutch? Or maybe someone can tell me more about the marks?

The ZII mark is a Dutch import mark used since 1953 I believe.

The maker is Italian, from Milan, 1944-68, maker's registration number 441. Interesting that the Dutch import mark is "ZII" for .835 silver.
