I believe the scene to be: buildings and statue on the piazza Regina Elena, former Italian Concession, Tianjin (Tientsin).
If 84 is the only mark it is not Russian or Soviet silver, for the Russian hallmarks see:

The 84 mark was used in Persia for silver 875/1000 fineness and on French silver-plated items to indicate the thickness of the plating. Let us wait for other reactions.

If that 84 is the only mark, there is nothing to react on, all has already been said by Oel. But if you insist dear Oel, I share your opinion, it is not Russian silver...if silver at all.

I suppose this is socalled "Nagasaki" - silver, mostly known objects are spoons. For the trade with Russians over the border always 84 marked.
