German/English Hybrid Mark?

German/English Hybrid Mark?

This is a jigger with a "muddler" base, which leads me to believe that it is from the heyday of cocktails, say 1920s or 30s. It is gold wash on the interior. The markings are the three hallmarks shown, the word "Sterling" and "B428." After extensive searching I cannot find anything close. The crown resembles German hallmarks but there is no crescent. The letter in the shield appears to be a "W" in Fraktur type, as is the monogram "F" And then there seems to be a crude lion as the third mark. Could this be some kind of import mark? I suppose counterfeiting is always a possibility.

I have grayscaled and inverted the shading on the marks for clarity. They are not actually raised but are incised as usual.
