Help Identifying Sterling Silver Spoon

I have spent many hours trying to identify the marks on this spoon with little success. This has been tested and is sterling silver. On the front near the base is a face with a star on all four sides.

On the back near the base (which I am assuming is the hallmark) is a set of three shields. The top shield contains a bull's head with a nose ring. The bottom left shield contains a cross in the upper right corner. The bottom right shield contains two arrows pointing downward, the left arrow longer than the right arrow. There is also the capital letter "B" engraved on the pier on which the man and boy stand.

The only bull's head with a nose ring that I could find was from the old German province of Mecklenburg. The scene on the bowl of the spoon, however, appears to be set in Japan? due to the look of the mountains and trees.

Yes it is the story of Wilhelm Tell from Helvetia ("Switzerland") in 14th century . The bull's head is the coat of arms of the canton of Uri were Wilhelm Tell lived.

Brilliant. Thanks for the responses. Upon further research, I found that the scene on the bowl of the spoon is an engraving of a painting by the famous Ernst Stückelberg depicting Williams Tell's leap (Tellensprung) from his captor's boat.
