Hand Chased Tray - Hallmark assistance

wondering if someone can assist with any info about the tray below? I believe the origin is Russian but I couldn't find anything about the hallmark. no other marking were found. seems to be handmade and the backside has expanding rings as if the tray was worked in some type of lathe when it was produced. Any help would be greatly appreciated!

Hi -
the marks (and lettering) show it was made in Persia - not Russia!

Thanks Zolotnik! that's interesting.. i hadn't realized that Persian countries used the same silver standards as Russia. thanks for setting me in the right direction
