Thank you for posting an image of the entire object.

There appears to be some damage or repair to the bottom. To the right of the two Chinese characters there seems to be a second mark that would usually be either a number (90 is most common) or two letters of the roman alphabet (the retailer or sponsor's mark).

The two-character mark appears to be that of the silversmith or master, as very few retailers marked in Chinese characters. The first is definitely Zuo , while the closest standard character to the second one is Hui , but I have been unable to find an exact match. I'm afraid this information is not terribly helpful, as CES is identified by the retailer. Masters might work for more than one retailer in a large city.

Hopefully someone else will be able to provide a more satisfactory answer.
