What makes you think it to be german silver?
The picture of hallmarks does not offer them justice but the first one
on the left does appear to be british LPG(Lion Passant Guardant)

The marks on the left are British import marks.
The letters BM on the right stand for importer Berthold Mueller.
The N in the center is the mark of Hanau Germany manufacturer Ludwig Neresheimer.
