Help with date Makers and country of this tea strainer spoon
Your marks from left to right are:
The AW is the maker's mark. If you search these forums, you will find others have the same maker's mark, but I didn't see a definitive answer as to who it was.
The assay master's mark is always cyrillic with date below (1878). Your mark is the backwards N and 3, which is IZ. I found your mark, but it is unidentified.
The 84 is the silver standard mark.
The last mark is the city mark - Odessa (Ukraine).

To mind it's not a tea strainer but more likely a sugar sifter. The tea strainer has a different shape and usually a shorter shaft on the opposite side of the long one. Please note that I said "usually". However, this is as case you could call "matter of opinion" but as i mentioned, to my mind a sugar sifter. Its not in sterling 925/1000 but 875/1000 silver (84/96 zolotnik).
The maker's mark's Cyrillic initials ÐШ 18760-80 are A Scha not AW. Unfortunately both the assayer and the maker are unknown in my sources too. The city mark is Odessa as mentioned.
