silverplate or silver or pewter two handled bowl

Sorry for the confusing title but I have a two handled bowl with a very confusing mark, it doesnt look english except it has ENGLAND stmaped on the base as well. I dont know what material it is made of. The handle seem to be a later addition as they are just not the same quality as the bowl.

Hello.

Those look, to me, like early 20th century pewter matks.
Can't identify the manufacturer.
