Can anyone make out the maker??

I am having a hard time making out the maker of this piece. It is marked but I can't seem to make it out. It looks to be stamped 0.900 but other then that I can't make out any of the marks. Wondering if anyone can help.

It looks there is an after 1958 Russian silver mark on this piece.

I've owned a piece like this before. Mine was a Vietnamese piece exported to Russia so it had the Russian import mark similar to this one.
