Désiré Mousset, silversmith, working at 116 rue de Rivoli, Paris, mark registered 19 Nov 1856, cancelled 22 Oct 1902. The device in the mark is "un moussoir à chocolat": a chocolate frother.

To my eye, the Greek/Rococo eclecticism of the frame suggests a date in the 1870's.
