Despite the anchor the absence of a lion passant mark and the style of the punch containing the letter Y suggests Birmingham assay is unlikely.
It is not unknown for Swiss casemakers to employ marks similar to ones used by British assay offices but where the bull's head mark and hence the maker actually originates is proving elusive.
Hopefully other forum members will have more information.
