Old Silver Bracelet - No City Mark

I am trying to date and maybe ID the Maker of this item.

I believe the ID plaque may have been added later to a watch chain but I'm not sure.

There multiple marks on this bracelet.

All the links are marked with the lion.

A Maker's Mark of HP or MP and the Lion and a Date letter R are on the clasp.

The ID Plate has just the word Silver on the back.

I noticed that this question has been moved from British Hallmarks to European Jewelry.

Does this mean that the British Sterling Hallmark and Date Letter are fake?
