a no mark mark

After reading the miniature charka post below, I thought I may as well jump in.
I have a granulated slatko set givento my family by the Russian Railroad Engineering staff in 1902-1905 as a gift, afterthe construction of a railroad in Croatia.

Each piece is marked with a cyrillic "beh", and each piece also has one other mark... either a "deh", a "teh" or the numeric figure "8".... however, one piece has a raised and framed 9XI cast in, (see the photo-sketch).

None of the fancy and elaborate hallmark stuff, like I have seen on here.
