Origin and Manufacturing Period of a Cake Server

Dear forum members

I came across this cake server and need your expertise. It seems and feels like silver, and it has a "13" mark. The handle is ivory or bone. There are no other marks or signs. Looking at the style of the cake server can you tell me if you think it is really 13 lot silver, and therfore from the middle of the 19th century? The work is of good quality, the gaps are sawed out, not punched. The embossing, stamping seems not to be the work of a local silversmith.
I got the item (as usual) in Switzerland. Did German manufacturers like Bruckmann produced such items for wholsale and local finishing up?

Any help / hint is highly apprechiated
