Sterling silver snipe whistle

Now here's a new one ...hubby bought an old collection of snipe whistles. these were used to hunt shorebird c 1880's. The one below is stamped "sterling" with a marker mark. Can anyone help me identify the maker. It measures approximately 2" X 3/4" wide with rolled edges. The worn spot is from the callers thumb from use.

Looks close. Right area and there was lots of snipe hunting on EAst Coast. Thought the whistle would have been earlier but snipe were still actively hunt in the 1920's Thanks! Donna
