DWTS Spoons & Forks with unknown mark - help please

Hi All. Hope someone can help. I found these in the North-West of England. I think I understand what DWTS stands for (the amount of silver used to plate the items?) but I'm afraid I have not much idea about anything else with these two items. There are in fact 6 of each (spoons & forks) all the same. The mark on the back is of a bird within a shield below REGD. The forks are marked 28DWTS, while the spoons are 18DWTS. The forks measure 21 cms and weigh 75 gms, and the spoons 18 cms and weigh 60 gms. Any help would be much appreciated.

The central mark 'A' is a quality indicator, as can be seen from the below chart:
