Unknown hallmark on salver

I have this salver and want to know the country where it`s from.

Is it silver or plated ?

when was it made ?

Hi,

The star looks like the star that is used in Spain for 915 silver (although it should be in an oval) between 1934 and 1988.
The other one could be the townmark, but I can't really read what it says.
