Gold but silver 1920 tie pin question

Hi. I have recently bought this item , it was sold to me as brass. I have a few questions regarding it. It is gold in color but has the markings on the back for silver. Is it gold plated on top? Is this Robert Mitchell who is the maker? Back in those days who would of wore a crown crest as a tie pin? Any information you can give me on this item would be appreciated. As I said , it was sold to me as brass with this information ( Robert Mitchell, Birmingham 1923) So I am pretty sure by the lion and anchor markings that it is silver. Thank you!

Hi Marie,

The tie bar is indeed sterling silver with a gold vermeil wash, but it was made in 1998, not 1920. I do not know who the maker is, though.
