Persian Silver Coffee Pot~Assistance with marks required

I wonder if anyone could assist with the marks on the base of what I am pretty certain is a Persian silver coffee pot.

The number 84 can be made out, the other marks appear to be Persian/Middle Eastern.

Difficult to get a good image of the marks so hopefully whats shown can be made out.

I am looking for (if possible) date,maker,origin if this can be got from whats on show. Thanks in advance.
