Unknown mark on Fish Money Clip

I found this in the cupboard my grandmother gave me in Singapore. I suspect it is sterling silver and the flower motifs and fish hints of an asian origin. I have been using it as a money clip as that was what i think it is. The makers mark looks worn from years of use. Thank you for your expert help. I apologize for any noob mistakes i may have done.
