Help needed identifying marks...Japan?

Help needed identifying marks...Japan?

I'm trying to identify the markings on the piece, any help would be much appreciated.

The top mark is 台北 "Taipei."

The bottom mark is , read either "Rongan" (in Chinese) or "Eian" (in Japanese). This would seem to be the name of a shop or a manufacturer's trademark.

Neither is a silver mark.

An educated guess---the candlestick may have been made in Taipei when Taiwan was a Japanese colony (1895-1945).
